2011 Overland switch/console power issue

Hopefully someone can point me in the right direction. I cannot find much info or anyone else that has had this problem. 2011 Overland. recently the selec-terrain switches on the console and the switches in the center dash 6-gang switch (which includes the traction off, tow/haul, heated steering, hazards, power outlet, park sensor off switches) have gone dead. The hazard switch still works though. The console rotary knob does nothing. the selec terrain switches do nothing and there are no lights on any of the switches.

However, the functions controlled by these switches still seem to work. On cold mornings, while using remote start, the steering wheel will still warm up, and the suspension will automatically engage aero ride height, indicating that the actual functions are working. The issue seems to be internal to either both switches or perhaps another switch, relay, fuse or something between the cabin and the TIPM.

I have checked every fuse. none are bad, although I did run across a strange phenomenon where one fuse, when removed, turn ON the wipers. there are no indications or warnings in the EVIC. I am at a loss. I have the part number for the 6-gang switch but I haven't found if the console panel is one part or multiple. Before I go swapping parts though I really want to find the main issue.
