I'm having the EXACT same problem with my 14 Overland. In between 60-75 I get a good vibration in the wheel and some in the seat. But like you, its not every day. Some days its smooth as silk. I swapped out the Goodyear fortera tires for nitto terra grapplers and have had them balanced and road forced (with smartweight off) 4 times now and I still have vibrations. Its really driving me nuts!
You need to go to a shop that has a Direct Drive Coats Balancer preferably with ProBalance feature, low taper collets, and adjustable pin plates. You are not experiencing RoadForce issues, you are experiencing a balance resonance issue. This happens when there are residual unbalance issues within assembly. Simply turning off SmartWeight will not fix this issue. Please check out the fix at "steering wheel shimmy anybody".
