Funny, because I've had the opposite observation... on a cold day, if the GC is in the sun, the temperature is always significantly hotter than the surrounding air. Enough so that there have been days where the outside air is in the 30's, but the heated seat and steering wheel didn't kick on because the Jeep thought it was in the 40's.
Once the vehicle starts running, the outside temp indicator drops fairly quickly to the ambient air temp, so I assume the sensor is perhaps somewhere in the external air intake path. When the sun is on the hood, that probably gets hotter, but once there is airflow, it cools down. Just a thought. Someone with a shop manual can probably identify the location more accurately.
It's going to be a bummer if the comfort stuff doesn't kick in on cold mornings because the sun is out.
