Suggest that you will lodge a formal complaint with Jeep, your local BBB, and your State Attorney General if they do not deliver this vehicle with the full complement of equipment provided by the manufacturer.

They lost the thing somewhere and are attempting to cheat you and it wouldn't hurt to begin this conversation out in the sales area if it is busy. Before you go that far, talk to the salesman who sold it, as they may be able to help.

Although this is not likely, you'd want to make sure that your vehicle is reprogrammed to only accept the two fobs, not the one that is missing.

I would definitely consider asking Jeep themselves if they could have a chat with the dealer.

You are correct. You use the rounded end of the fob opposite the key slot to push the start button. The round end of the fob has to be like within 1/2" of the start button to start the car. The car will start even if the fob battery is dead.
Had an incident 1 week ago where the JGC locked itself with the a fob inside (which it is not supposed to do!). Had to drive out with the other fob and open the car. I now have a hidden key. lol The veh can get into a state where it will not recognize there is a fob in the passenger compartment. Moving the fob around inside the passenger compartment will usually correct this but you can't do that if your locked out!
