Adhesive film covering air filter? Is this normal?

I would greatly appreciate it if one of you helpful folks could take a quick look at your Jeep and tell me if this is normal.

2014 WK2 Summit 5.7L.

Inside and above the glovebox, above the cabin air filter, is a louvered plastic panel with what looks like white filter or insulation material behind (above) it. In my jeep, there is a clear plastic adhesive film sealing the louvers and blocking off the white fiber material behind it. This seems strange to me, and I wondered if the film was supposed to have been removed during assembly, especially if this is an HVAC air intake. Photos attached, with the glovebox open (lowered) and the owner's manual shelf removed to reveal the cabin air filter and louvered panel above.

My guess is that it's insulation. If airflow passed through it, it should be reasonably easy to remove and replace it, which doesn't look like the case.

Jacko15 - thanks for your reply...I agree with you. At the same time, I can't understand why the panel would be louvered if they didn't want something to flow through it. That's the part that seemed weird. Hoping someone can see if theirs has this film also...although I guess that doesn't prove anything!

My Overland has the exact same stuff as your photo, so I'm guessing that it is normal. No issues with my HVAC system.

Appears it's the insulation for the passenger side airbag cavity.
