Whether they can duplicate it or not, the TSB instructs that if the customer describes the issue, do the repair. Your vehicle just has to fall within the defined build dates.

They did do the oil pan replacement, but I do not believe the dipstick and possibly not the PCM flash. It's bad when we roll into these dealerships with more education than the techs and staff.
