Brake controller wireing and brake input voltages wrong

I went to install a tekonsha voyager brake controller into a 2011 jeep grand Cherokee. I had the adapter harness that plugs into the vehicle wireing supplied from jeep, I hooked everything up correctly and installed fuse in fuse panel. I could not get the brake controller to work, so I tested harness for power, ground, and brake input voltage, everything was good except the brake input voltage, I was getting 4.5v with the brake not depressed and 12v with the brake depressed, the controller would not work with the 4.5v present. I had to use the vehicle that night so I ran a new wire from brake switch that had the proper voltage, 0 v with the brake not depressed and 12v with the brake depressed and the controller then worked.

Has any one ran into this problem?

I tested all wires at the brake switch and none of those had 4.5v present with the brake switch not depressed. I do not have any schematics to see where this wire comes from? does any body know??
