Crackling sound from dash driver side, almost like wires arcing

So today I noticed a weird crackling sound from the dash, like wires arcing or a bad speaker. After slowing and accelerating on my commute, I figured out it only happens at 40 mph and above.

There's no smell of burning wires and it stops exactly at 39 mph and below... Very odd

Anybody have a clue?

I have something similar to that, seems to only happen above a certain speed while going over uneven road, including the reflectors on the highway lanes. Drives me nuts since I've pushed on every single part in the area when its doing it to no avail.
