It is the dash harness. The entire dash comes out in order to replace the harness I have a picture but not sure how to post it. They think that during manufacturing wires were reversed somewhere in the harness causing the problem.

Whoa, sounds like a lot of work and a chance for major issues. Let us know if it was worth it.

Definitely let us know if that fixes the problem and does not cause any other issues.
Just to be clear; The issue you were having is that there was not enough heat being directed to the lower/foot vents even when manually selecting lower level only. I assume you were getting quite a bit of heat out of the side vents still as well.

I just want to ensure we are talking about the same problem. If this fixes your issue I would really appreciate it if you could send me your dealerships name so my local dealer can call them to get the details to get this fixed.
Last time I had mine in to the dealer I got the "operating as designed" line.

The issue with mine was that when selecting the floor or floor/dash vent settings I had no air flow at all from the floor vents. In floor only setting all of the air was coming out of the defroster vents on top of dash. I picked it up today and it works perfectly with the new instrument panel wiring. I now have good air flow and plenty of heat. The part# for the instrument panel wiring is 68237698-AC. Good luck.

This sounds like a different problem than what I was having. I would get heat from my floor vents when directed there but a small amount would still come out of the side vents and the defrost vents.

Exact same problem with my 2014 Grand Cherokee. I get heat on the floor, but not enough, and it gets too hot from the waist/knees up.

Well, I guess our GC's are "operating as designed".

Floor Heat Not Completely Directed to Floor / Cold Feet

Just wanted to update this for others. I've had my 2015 HA for a few weeks now and before searching for this thread, noticed the same exact thing. When the HVAC is directed to the floor, heat does come out of the vents but some is directed to the defrost and front vents as well. It's more obvious if you play with our HVAC settings; set to defrost then defrost vents ONLY; set to front then front vents ONLY; set to floor then it's a combination of the 3.

As stated, sounds like an idiosyncrasy of the GC.
