Fogging is pretty common with Jeep HID's. But as you say it dries up and goes away. The dealer won't replace them for that. However, if you experience heavy condensation then that is cause for replacement.
On the WK2jeeps site there's a TSB for the 2014 model year. It shows pictures of fogging and condensation. There's been no change to the 2015 HID's that I've heard of. Not sure if that TSB has been updated to include the 2015's.
