I complained to the dealership that my new Altitude's heated seats are not very hot, and only a bit warm. You can feel them a bit but not anywhere close to the really hot seats on a '15 Chrysler 200 that I rented. The dealership said that's they way they are on the Altitudes (maybe because of the suede's inserts?).
My question is, is that the way it is or should they be steaming hot like the 200's? You can feel them a bit warm but not real hot.
My 2014 Grand Cherokee has the same issue. Seats only get warm, but never hot. Previous vehicles, and my wife's current vehicle, all get hot in a short amount of time. I can keep my JGC on high the entire 15 minute ride to work and the seats never get hot. Very disappointing.
My 2014 Summit is the same way. The seats get a bit warm but nothing huge. I never had another vehicle that had heated seats to compare to. It must be just how they are.

I have a '14 Summit in the shop for service. It's seats only get warm. The dealership got me a rental and it's a '14 Limited and these seats get hot! Something isn't right with the heated seats in the Grand Cherokees. I had a '12 SRT Grand Cherokee too and the seats only got warm.
The heated seats in my '14 Altitude JKU were the same way. Sort of warm, but not overpowering. My old Audi S5 had some that felt like you were going to leave a layer of skin on the seat. It was glorious.
Also, keep in mind the clothes you're wearing. If you're all bundled up in winter attire, that's more that the seat heater has to get through to get to your back/rump. But if you have it on on a cooler spring morning and you're only wearing shorts and a hoodie, it'll feel a lot hotter.
The temperature is definitively not as hot as the original Altitude I test drove or the Chrysler 200 I rented, not even close. I wonder what Chrysler would have to say if I give them a call and say the dealership said it was normal. I checked the harnesses under the seats and they seem to be OK. Hopefully they'll issue a TSB or something.
I would agree that there is definitely something wrong with some of our heated seats. My dealership is supposed to have 'heat module' on order and going to replace. I'll let you know if anything changes once it is in.
