Is this amount of rust normal?

This is on a 2014 purchased just a couple months ago.

By the exhaust pipe:

Behind front wheels:

Inside the front wheels:

Is this normal / just harmless surface rust or something I should be concerned about?

Re: Is this amount of rust normal?

You would find that amount of rust on pretty much any vehicle that has been outside more than a week or so. Those parts you are seeing are some of the only steels parts that are unpainted that you can see, almost everything else is either stainless or aluminum, or painted steel.

Re: Is this amount of rust normal?

Normal... for current Jeeps.

The GM and Toyota vehicles I've owned didn't rust as bad or as fast as my 2012 Overland.
