I'm doubting this was purchased through a legit dealer (and who's to say what's legit and what isn't in China, the rules change hourly). I don't think Jeep is putting Kumho tires on Jeeps from the factory so there's no telling what other unauthorized "modifications" this vehicle has been through.
My friend brought his wk2 in Chrysler authorized dealers, buy normaly there are only one in each state, and if the local dealer hasn't got quota, or the quota is not enought, they will raising $7k more than the official price, and mybe the other state have some discount, so the buyer will choose to fly to another to buy.

After replacing the tire, is there still wandering?

yes the wangdering can't solved, and the tire has been send to The national tire test center.

So back to the OP... What is the question you're asking? It's still unclear. Yes I understand there is a language barrier. That's what goggle translate is for!!
My friend told me he change the tire in the highway in the midnight, very danger !!! he told me it's good road, but the tire was flat suddenly

Whatever, the Chinese WK2 owner should contact Detroit chop-chop. If there's hanky-panky going on with their dealers, they'll want to know about it.

Can anyone here provide him with an email address for a higher-up in consumer affairs or International at Jeep/Chrysler?

yes my friend want send the detail to them,

A split in the sidewall generally does not happen while driving down the highway, and it likely scraped a rock off road, or something else that slashed the sideall. That happened to one of my tires ater an off road trip as well.

The Aussie WK2s come with kumho tires as well and it is likely 85 000 yen.

Wow, I learn something new every day. I guess Kumho made Chrysler a good deal but Jeep was smart enough to know they couldn't put those on US destined Jeeps without a huge backlash.

Which Kumho are these? It mite make for a good budget replacement down the road when the Michelin or Goodyears wear out.
