Russian dealer discovered the defect bearing steering shaft. replacing it with a new not solve the problem. sent a request to Chrysler, but they say it constructive defect that requires modification of the steering rack.
in one case, helped to shrink further seal and bearing from the steering shaft and install the intermediate shaft closer to them. in my case it did not help and I look forward to solutions from Chrysler.
