Tire Pressure for Towing

The sticker on the 2012 Jeep Grand Cherokee says 34 psi cold and the tire says 44 psi maximum. I know that the 34 psi increases to 37-38 psi when warm. What is the maximum I can inflate these tires safely?

Aren't those all COLD pressures, where the max is 44 psi cold?
During heavy loads and high speed it can go above that as long as the tire is sound and the load is not atrocious.
