The feedback from Eco mode is exactly what happens when you're in paddle shift mode. Eco mode will not engage in paddle mode. The problem seems to be that you never put it into that mode.
It sounds like you may have a connection issue with the paddles that is causing the system to either a) jump into paddle mode on its own or b) merely think it did.
It could be something as simple as a dirty switch contact or a full on software glitch.
That's the problem with fly by wire: it doesn't have to be a hardware issue, like a bad switch or cable. It could merely be a phantom piece of programming that fools the system into thinking something is true that isn't. Software can make anything happen regardless of what is shown to the user.
The best example I can give was with the electronic voting machines, where it was shown to be possible to make it appear to the user that they were voting for one person, but the internal system was placing a vote for someone else.
