If the former, it's possible shifting into paddle mode disengaged the engine braking, making your speed creep up enough to allow the shift at some point.
If the latter, you probably didn't hit it the second time you needed to: first press to activate the paddles, second press to shift up from the current gear.
So as I was going downhill, I hit the +paddle to go into manual mode, at the speed I was going it put the trans into 6th gear. I tapped the +paddle again, to put it into 7th and it wouldn't go into 7th gear, no error message, nothing. I deactivated manual mode and went back into just to make sure I wasn't doing something wrong, and it still wouldn't go into 7th gear manually, I forgot to play with it on my way in to work this morning. I'll update when I do. Thanks again!
UPDATE: I played around some more, and manual mode is super confusing, there must be a rhyme or reason to use it. So it seems that it needs input from the gas pedal before it will shift up. There were times that I hit the +paddle and it actually downshifted to 6th gear from 7th. Its quirky, I'm trying to figure it out still, lol.
