Wk2 rusted metal below passenger seat?

The title says it all. Could anyone tell me why this metal piece is rusted? I purchased the GC in December and I believe that it has an August 2010 build date.

Do anyone else have this problem. My 94 no top wrangler doesn't have this much rust anywhere ...

they are made out of crappy metal, my 2010 seats were rusted by november 2010

It seems that they just use unprotected metal sheet, which will form a light coat of corrosion due to moisture in the air. Not really something to worry about, but they could have used some kind of protection at least.
