Why would you run a steel wheel? No one wants to run steel wheels anymore, haven't you noticed? They are cheap but there is a reason; they are heavy, rust and take more effort to look good. To your other question, unless the 70 series tire you want has some kind of attribute you can't get on the 65 you wouldn't run it either. It is 1" taller, has more sidewall thus poorer handling and weighs more. Handling/sidewall & weight/size are tire specific, but in general, those are the usual differences.
