Your dealer is wrong! And there is something wrong with your car.

When in Jack mode the upper light on the up button and the lower light on the down button flash simultaneously.

I'm always swapping my wheels over (road to muddies) and always turn the car off.

Floor Jacking with Quadra Lift

Problably the dealer means the car has to be running to enter the uconnect settings menu. once it's set car can be shut off. (it will say in the cluster air/disabled) have not tried the up/down arrow buttons without car running but will try it as well today!. rim swap this morning!

YES, this is correct. OP own 2011 JGC so no settings in Uconnect screen. 2014 and up have different settings.
