Re: 9-1-1 button on rear view mirror

Federal law requires any 911 capable device to be able to contact the number without charge as long as it's physically able to connect. In other words, if it can do when service is active, it has to do it at no charge even when the service is inactive.

That means any payphone will allow you to call 911 without charge.

You can pick up any cell phone that is capable of using any current cell network and it will allow you to call even if not activated. Older analog phones are tricky since most of the analog networks no longer exits.

Even a landline in a house can connect at no charge even if the home doesn't have active land line service, as long as the wiring is all in place and connected.

Even metered services (like pay per call cell phones or prepaid phones)are required to provide 911 access at no charge.
