It depends on the state and the proximity of the school to the street.
Most states have school zone speed limits, but not all schools have a speed zone.
Schools where kids may be crossing the street or boarding a bus parked on the street pretty much always have a speed zone when school is in session.
Schools set back from the road where the buses and other areas where children might be are isolated from traffic, there may not be a separate speed zone.
Most school zones are either a certain time of day or simply state "when school is in session" or "when lights are flashing" where the signs have them.
