I have an update to this issue.
I have purchased and installed the updated software that became available from Navteq last week (June 2013).
Interestingly, the radio software update is still 2.404. The Map software version is USA N2 12 1245 3.7.0.
The update was successful on my radio and the Sirius traffic is still working. Given that the radio update version was unchanged, the culprit in all of this must have been the Navteq software.
Anyways, I thought you all would like to know that it now seems safe to update.

I'm writing to let you all know that Navteq and Chrysler have finally acknowledged this problem. The problem is the radio software and not the Navteq update. I've been issued a full refund by Navteq for my purchase (had to RMA the discs back to them). I was informed that they expect to have a radio firmware update from Chrysler by June of this year, at which time they will offer the update again. A quick check of their website shows this particular offering is currently 'out of stock'. I take that to mean they're not offering it any longer until such time a working version of the radio software is available again.
