Heated seat don't work with engine off

They did in the '08

It was nice when sitting in the jeep while on the ferry and can't
run the engine.....at -6*c
Any way to fix this? Does lockpick or something like it
Have the capability ?

It's probably disabled because the seat heating coils draw a large amount of power...which could drain the battery much quicker than say, the sound system. I've not seen anyone mention this previously including in the various lockpick threads, but I could have missed it.

The '08 didn't drained the battery on a 2 hr

None of the 5 vehicles I've owned with heated seats would provide that heating with the engine off...I suspect that is an uncommon capability.
