My brother is a police officer in the Pittsburgh area, and when he investigates accidents caused by distracted driving he tells me most of those people are in complete denial of the danger. His advice is to drive very defensively, and always look for eye contact of other drivers. He believes distracted driving has become a way of life for many people, and it's up to everyone else to be wary of them for their own safety.
I know the OP's question has been highjacked here, but it's only in the cause of self preservation.
