Question: Panel Removal at Top of Grill

I want to remove this panel that sits across the top of the grill ('13 GC Trailhawk). Don't really want to remove the grill and mesh panel, just want access to the area behind the grill. Can it be done or is this top panel part of the mesh insert? Also, what type of clips (fasteners) hold it in place? I can see the clips that hold the grill but not the top panel.

Here's some pic's of the panel piece that I want to remove.

You'll have to remove the entire bumper to access the grill and remove it.. I think the piece does come off but can't remember how it was attached to the grill itself
