2015 SRT fog lamp replacement question...

Can someone please tell me if the fog lamps (and fog lamp brackets) can be removed and replaced without removing the bumper.

Remove the negative from the battery. Step on brake pedal several times them eait for 15-30 minutes.

I took off the battery cover and observed a little harness attached to the negative lead.

What's the best way to disconnect the negative? Should I first detach the harness and then remove the lead directly from the negative battery terminal? It seamed like the lead didn't want to lift off of the terminal with the harness still connected (after loosening the terminal connection bold of course)...
