Anyone have access to a StarScan?

I had a 2005 Magnum R/T, and had the dealer flash the FCM for "euro" lighting configuration, which allowed the fog lights to stay on with high beams.

Does anyone know if this is a possibility for the WK2 like it was in the LX?
