The dealer should replace under warranty.
I had the same concern a few months ago. However, upon closed inspection I discovered it was not the chrome peeling. It was actually a film of clean liquid (pop, sparkling water?) that had spilled and dried on the chrome. A little 409 and the chrome was like new.
It sure looked like the chrome was peeling.
Sure had me worried and pissed thinking the plastic chrome around the cupholders would peel after 10K miles and barely over 1 year.
The chrome is part of the shift bezel, and the part is not cheap - so have your dealer replace it under warranty if it is actually peeling. Best luck.
