Front wheel well question

Hi everyone. I have a 2015 WK2 and I noticed that, in the front wheel fenders on the side closest to the front of the car, there is an opening at the bottom where the fabric liner ends. It's the same on both sides which leads me to believe it's supposed to be that way, but it's a large opening where water and dirt can easily accumulate. There look to be clips at the bottom for some sort of cover but there's no cover there.each time I clean the car I clean the wheel wells with a brush and I feel like I would have noticed this before. Is this normal? Attached is a photo to show what I'm talking about.

this is how you get to clips that hold onto the lower fascia for removal

It's normal, I reach up there to replace the fog light bulbs.
