Loose cables and trim by fuel tank

Does anyone know what these cables are between the fuel tank and passenger side muffler? Mine were just sort of hanging loose.

Also, the bumper trim has brackets for attachment, but nothing to attach them too. Very odd.

I like the truck but the underside wiring and finish can look a bit slapdash.
