Lower rear Fenders

I noticed the other day that my lower fender behind each rear wheel has a considerable amount of movement in it. Itíll flex in and out a good 4 inches. Seems to me that it should have some kind of brace to prevent this. A little metal arm attached to the frame or something. Same movement on each side.

Is this normal?

Yeah that's how they all are. It doe seem a beat cheap, but it's just the bumper cover so doesn't have any negative effect on anything really.
