Alright, so it turns out it was some sort of road tar or something. Took it to the dealer and It came off with some degreaser. Thank god! Weird pattern looked for sure like a crack. Thanks for the help y'all.

Yeah I worked on it for a good bit when I was washing it. The cold water must have hardened it. The body shop lady took her nails to it and it started coming off. The hot sun on the black hood must have softened it. I felt like a dumbass, but they took it in the body shop bay put some sort of degreaser on it and re waxed my hood. Hayes Chrysler Jeep in Lawrenceville, GA are great if anyone in the Atlanta area needs a recommendation.
