Most bumper or hitch mounts either swing out to the side or tilt down for easy access. Some lock, too.
The only issue I have with rear mounts for tires is the damage they cause in even a minor rear end collision. Very often, the tire damages the back gate and will often break the rear window. Then, to add insult to injury to your vehicle, you have to replace the rim, tire and the mount.
There's also the small issue of having to relocate your rear plate on some mounts that block the center plate location. That's usually not hard - just something to consider.
Having said that, roof mounting tends to be a pain if you're alone and not Hercules when it comes to getting an off road tire and rim down.
