Wheel well liner?

Rear wheel wells (not sure what to call it) seem like there almost touching the rear tires. I looked at them but can't seem to see how they are connected to the bumper. I only see two screws on each side.

Even a quardra-lift (air) on max low should have more than that. SRT has about 5" clearance, anything else should have more. Is this something that happened suddenly ? A picture would help.

Where is it close? Back/front? Is it coming close to the sidewall of the tire?
