Yes, they can and do produce out of sequence. I assume VINs are assigned
in sequence, but production depends on a host of factors that only the "scheduling system" knows for sure.
The last 8 of my VIN for my granite order is EC30737. This is vehicle with DVD that was ordered on Aug 10, went to D1 on September 28 with an estimated delivery date of October 23rd. Normally this means my build date would be imminent...in the next few days. But with the DVD delay it would not surprise me if production will be pushed back somewhat in order to get them sequenced in. I don't know how the scheduling system handles "back-logged" orders. (Does it sequence them in ASAP, or is the current production allocation set for a couple weeks and that needs to run out before getting new ones in, etc.)
Incidentally, Milous is not one to post to get others excited for "no reason."
Basically, he posts facts as he knows them. This doesn't mean that there isn't still a possibility of things changing beyond his control that could cause further delays of course.
