2006 WK Excessive IOD

Not sure where to go. I have the battery neg cable disconnected with the test light hooked up to it in series. Pulled every fuse in the vehicle. The only way I can get the Ignition off draw to go away is if I completely unplug the interior junction block. Also unplugged is the cluster, radio, alternator, starter, hvac control head, rear wiper motor, pcm, tipm. I am kind of lost. Any suggestions would be very helpful.
