4wd transfer case actuator

Hi all
I just had the nice message service 4wd system again
After the N23 recall. It the 3 time
I went to dealer and they flashed the FDCM module with latest soft.
But the 4wd low does not engage.
I can't hear the actuator like earlier.
It was replaced by previous owner 3 years ago.
I don't think it's a pretty that need replacement very often.

What does this actuator do in normal drive condition?
And how can I test that this part is OK without dismounting.

The wiring harness are looking ok

Just coming back with some news .
according the procedure from repair manual the Motor and the wiring should be Ok .
But there is no way to put the car in 4 low
I've seen some over asn unstable voltage on one pin .
can this end to damage someting in the transfercase actuatoras it's more than 2 months tha I drive with service 4WD warning.

can 12 V be send to the actuator in a way to see if it's out ?
Is there a something special to do to get the transmission errors on EVIC , the keydance has never worked
