Factory Installed Trailer Tow Wiring Problem

My recently purchased 2007 WK is equipped with a factory installed trailer tow package. When the trailer harness is plugged in and the ignition key is turned on, the right trailer light goes on (and it shouldn't), but it does not blink when the right signal is turned on. Everything else works fine. I checked the circuit with the trailer harness unplugged (to rule out the trailer wiring) and found that the connector for the right turn signal goes hot when the key ignition is turned on.
Has anyone else ever had this experience or can give me a clue on how to correct it?
