I'd compression test every cylinder, unless he has done that, too.

Update: problem is back and worse then ever does it literally every stop I make within about 30 seconds of idle. I'm at the end of the line with this thing. Giving up at this point

Did you actually remove the throttle body for cleaning, or did you use some carb cleaner through it? These newer plastic throttle bodies seem to be more fulnerable to any dirt buildup then the older ones with separate IAC.

Please for the love of god tell me you didnt spray it with anything. I did that once and thats part of the reason i have a new fastman tb now

If it is not dirt, then its most probably the throttle body itself. Not familiar with the new electronic throttle body, but can you see with a scanner what the throttle motor is doing? There must be a feedback for the throttle plate position as well, probably a potentiometer. If that gets dirty, you get all kind of feedback problems and a constantly moving throttle plate.
