As suggested, you want 2 relays for your head lamps one to drive each balast separately, ESPECIALLY with a shitty harness. If you had a nice well built harness with high quality terminals, relay connector, fuse holder and a legit relay and fuse (not the made in china crap that is in yours) and so on you would only be slightly safer. IF you want to use this harness, use it on your fog lamps but for your head lamps you really should have 2 separate relays. This way if you have a harness failure you still have a headlamp to get you home...

from there do as others have suggested and it will help isolate the problem.

Also mhardine, having to cycle the power to the balasts to get it to fire can also be an indication of a failing relay (thanks made in china relay).

@2005JGC ok so excuse me if im so ignorant about this topic: but the realy i bought on ebay ( called relay harness) id different form the relay you mention?
can u gently tell me where i can buy it, for example on ebay because i live in Italy so here this kind of stuff are kind hard to find...
btw about my ballast u r right is shitty quality made in china for sure...so i have to put from the battery 2 relay that follow the two ballast separately?!?!?!
So is useless to swap the ballst?

Honestly what you have would work, only get another one and only use one plug for the balast (so one will be dangling in space unused). It is simple, compact and easier to hid a relay harness like yours as there is less going on but really you want on relay harness per balast (at least in your headlamps).

BTW, no its not useless to swap balasts, if the problem follows to the other headlamp you have a balast problem. The relay harness suggestion for 2 relays was nothing more than a strong suggestion but may or may not be your problem.

I will say with a similar harness running my fog lamps I went most of the summer without fog lamps because I didnt care enough to pull my bumper cover off to access the harness i burried in there, between the water intrusion into the relay connector rusting all the terminals, a fuse that obviously got hot and melted the fuse holder but didnt blow the fuse I would just steer clear of this harness in the future.

OK here the news:
i try to swap the ballast with other 2 (same model and type, cause when i order it on eBay i ordered 2 pairs) and still the same problem BUT now i realize ( was like this even before) that without the engine on the right light doesn't wanna turn on...is like the energy provided by the battery is too low....or i don't know.
so now i know is not a ballast problem but a cable or relay problem...some one could tell me which relay i have to put?!!?

I try to do it i upgrade the fuse from 25 a as it was before to 30 as u told me but nothing change.. Wht bigger fuse and no lower one? Thanks
