Wiper issues with 2007 Grand Cherokee

For the past several months, when I turn on the wipers, the only option I have to set the wipers to are standard and fast speeds. Intermittent speeds as well the wipers coming on automatically, when moisture is detected on the windshield, no longer work. Also, after using the wipers, the wipers do not go back to the start position (on the windshield). They end up above the start position and every time I start my Jeep, the wipers wipe one time (really annoying and embarrassing when it's not raining). My only way of resolving the end position of the wiper and to prevent the one wipe after starting the Jeep is to physically push down the wipers to the start position.

So does it sound like a wiper motor issue? Or is there an issue with the sensor on the windshield? Or is it something else?
