wipers malfunction

I'm having a problem with the wipers on my european 2006 WK/WH 3.0 CRD. When I switch off them, the wipers stop about 2 inches on the windshield. It's almost as if the wipers shut off when they come up to that point. So, when I restart engine, the whole cycle re-starts but the wipers stop again about 2 inches on the windshield.
Where is the problem? Is the wiper motor wrong? Must I change it?

Mine did something similar when enabled for rain sense; especially in the snow, it would stop the downward sweep a couple inches up from the base of the windscreen, and not go up again. It behaved perfectly when I set the wipers off of rain sense.

Worth disabling rain sense in the EVIC and see how you go.
