Yea even after ten years of living here I still get amazed!
You tend to get used to the heat after a while, I didn't get used to the cold in Canada when it was -36 in Toronto!
As for performance, you notice a slight difference in performance between the hotter summer months and the winter, but its not considerable. The vehicles here come as GCC (Gulf Countries) Spec, I believe we have slightly bigger radiators and slightly different seals/rubber rated for a higher temp, stronger A/C compressors/evaporators and cooling fans that stay on longer after the engine is switched off (certain models).
That is why US imported cars are soled cheaper here in the UAE, not a good idea if you leave it parked outside in the desert heat for too long
