I believe the accessory delay is on the big metal fuses.

I just can't believe that the PAC harnesses are majic or something. Dumb to have to pay $100+ for a harness to get everything wired the way its supposed to .

You talking about the standard sixe fuses under the hood?
They are under the steering column as well. Somebody else could try but I wasn't able to find a fuse that was accessory delayed. I could be wrong though.

I just go use to not having my HU accessory delayed.

My advice: Just wire it to the cig lighter and if it continues to bother you, buy the proper harness later.

youre power windows should be delayed circuit as well. i can find the wire you'll need when i get to work in a few hours, i dont have access at home.

There is a fuse down there for the windows but it's not a mini amp fuse. Just to let you know.

I assume its not a fuse I can tap then.
This is what the fuse diagram says:

Cavity.. Fuse.. Color... Description
..CB3 ......20 ...(blank) ....Non-cycle windows (delay)

Would I be safe to tap one of the other fuses that say (Accessory delay)?
Like this one:

Cavity.. Fuse.. Color... Description
...21 ......15 ......Blue ....Autowipe (Accessory delay)

Just do like I did:

Put the back of the driver seat all the way back.
Lay down in the seat upside down.
Crank the WK.
Turn it off.
Then test with the multimeter.

I didn't find anything but that doesn't mean you won't. All I found was a bad kink in my neck.

I'm going to test some fuses first but if I can't find one that stays on til the doors opens, I'll be tapping the cig lighter!

ok so I spent 5 minutes looking for a fuse to tap this weekend and came up with nothing. So I tapped the power going to the cig lighter. The system works and BUMPS but now i'm getting engine noise/whine through the speakers. I know the length of my ground is not optimal, I plan on shortening it. But what else could it be?? I have the power wires running up one side of the car, and the RCA and speaker wires running up the other. Any thoughts??

Could be 2 things...most likely though it is a bad ground. Did you scrape away any paint where you grounded it? How long is the ground wire?
The second thing could be the RCA's too close to power wires. If you're RCA's need to cross over power wires, you want them to be as perpendicular to each other as possible to minimize the chance for noise.
