What is this code and how can I fix it wat do I need to do

Welcome to the garage.
P1596 means that the speed control switch voltage is allways high. A good change that the clockspring (electrical connection) inside the steering wheel is bad. Any problems with horn or radio control switches as well?
Could also be the speed control switch itself, wiring or ultimately the PCM (Powertrain Control Module).

I just had the steering wheel replaced ok but wat should I do to fix this

Do all other steering wheel functions work?
It can be that just one wire is loose from the speed control switch, maybe not connected during the steering wheel swap? I would start taking the switch out and check and eventually measure for continuity from there. Take care that the airbag wires also pass via the clockspring and that measuring the wrong wires could result in accidentally deployment of the airbag.
