Fuel Tank Skid Plate Installation

Was wondering is someone who has put on the fuel tank skid plates on a WK2 CRD could help me with an installation question (I have a MY13 WK2 Overland CRD). I was about to put on the plates but can not find the 'Front' bolt mentioned in the installation instructions. The rest of the bolts are fine, as the tank straps are attached and are easy to identify. But the front one is just not there. There is a small 'stud' protuding from the floor pan in that area and I am wondering if this needs to be removed and a bolt inserted? Any help would be appreciated.

The bolt is 'missing' both sides.
