getting it from a North Sydney dealer. reading through the bulletein I assume this must have come from US HQ. And it says 'If a customer’s VIN is listed in VIP or your RRT VIN list, perform the repair procedure' what does this mean? does the dealer need to perform a check to see if the replacement is applicable to my vehicle or is it a blanket fix for all vehicles manufactured within that period?

It is all vehicles in that period. There was some discussion it might not impact Aus however that TSB is from Aus Jeep and specifys between those build dates. It would most likely ve part of the pre-del check but I would ring them today and ask the salesman about it. He may or may not know but I would suggest you delay pick up until it has been done.
You can still drive the car even in the condition mine is but it would be easier to have it done before you hand over thr cash as it will give them incentive to get the parts ASAP.

Just for highlighting.

The RRT part of that TSB pertains to unsold vehicles on the dealer's lot. For vehicles already sold they won't fix it until the vehicle exhibits the symptoms.

The way these TSBs are applied seems to vary from dealer to dealer. Generally they will want to see the problem has occurred before applying the fix, but sometimes they will just check if it applies to your VIN and do it. I guess its more money for them if they just do it.
