Has anyone had a problem with their USB port. When I plug my iPhone in it doesn't register and start charging the battery. The rear ports charge so it is definitely a problem with the front one. Might be time to drop it in to servicing

Sorry to be the bearer of bad news but the front usb port is data transfer only while the back ones are charge only ports. Sometimes if you plug your iphone in it will show the charging icon on the phone but it wont take any charge. Something to do with how the ports are wired.
Not sure what is going on with yours Redldr, but it should be charging your iPhone. Mine has done it from day one except for this little hiccup. I often get in my car with little battery and after half an hour or so it is at full charge.
When I plug my iPhone 5 into the front USB port it displays the charging icon, and charges the phone too. Sounds like a problem with your front USB connection.
USB always puts out power, should be 5v and most likely 0.5amp. This might not be enough to charge a modern smart phone with the screen running doing something like navigation. If it's not providing power I reckon there is a fair chance of something like a damaged pin and we taking it back for warranty - just prey it doesn't need parts ordered.
You can buy a USB voltage tester for under $10 from the Interwebs.
As Jasman has said, All USB's put out voltage, but many newer smartphones need above 1amp to charge and Tablets need over 2amps.

Is the front USB port hot only when the ignition is on ?
I have a Apple shuffle, right now I leave the USB cable in the port all the time
and disconnect/connect the 3.5mm connection end from/to the shuffle. If the USB port is killed when the ignition is off , all leave the shuffle connected all the time. Don't want to have a dead battery when I go to start the jeep in the morning. Thanks

yes, only on with ignition, though I doubt you would make any appreciable difference to the battery with a shuffle plugged in even if it was on all the time.
I read on another post before your reply that you are correct.
I didn't wait for the 30 sec delay after the ignition is off, for the the power to turn off to that USB port
