I had to go and have a look:

If you want to reduce your pressure whilst maintaining your load, you must reduce your speed. Reducing your pressure without reducing Load or Speed will lead to excessive heat build-up in the tyre.
Pressures lower than 20psi may be used off-road provided speeds are reduced to 25kph or less, when the tyre has adequate load-carrying capacity.

It's an opening for damage claims Simon, so they are effectively mitigating their exposure. It's not just damage to the tyre either, as people have died through misuse of tyres at lowered pressure.

Use of any tyre at low pressure causes an extreme increase in sidewall flexure, which on its own is undesirable... but coupled with resultant heat increase can rapidly destroy a deflated tyre. Hence you must drop your speed significantly as you air down. There is also less force holding the rim/tyre assembly together... so rapid, full deflation can occur, typically when cornering inappropriately. Vehicles have flipped, with ensuing carnage.

Then there is the increased exposure of the sidewall to staking as it "bulges out" when deflated. No manufacturer wants whiny customers who feel that they deserve replacement, despite the choice to air down was theirs.

Realistically, without an accompanying maximum speed, a minimum pressure is a joke. ie: so does that mean that I can do 100km/h on 20psi? Obviously not, but you see my point.
